Green Industrial Facilities and Manufacturing Program

Maximize energy performance, reduce greenhouse gas emissions, and boost industry competitiveness with the Green Industrial Facilities and Manufacturing Program (GIFMP). This program offers financial assistance for the implementation of energy efficiency and energy management solutions in Canada’s industrial sector.

GIFMP consists of two tracks

Track 1: Energy Efficiency Solutions

Designed for provinces, territories, utilities, and eligible recipients with industrial networks and experience. It supports energy efficiency initiatives aligned with Government of Canada objectives.

Funding is available for:

  •  Up to 100% of eligible implementation costs, with a maximum of $20 million per
    proposal for provincial-territorial governments, departments and agencies,
    Indigenous organizations, and registered not-for-profit organizations.
  • Up to 75% of eligible implementation costs, with a maximum of $20 million per
    proposal for private sector for-profit organizations, including utilities, training
    institutes, and industry associations.
    The initial call for proposals for Track 1 ended on March 31, 2023. The next call is anticipated to be launched in early 2024.

Track 2: Industrial Facility

Open to all industrial sectors and facility sizes, with a focus on addressing regional, sectoral, and activity-specific gaps.

This track provides direct-to-industry support for implementing energy efficiency and energy management solutions within facilities.

Funding includes:

  • Up to 50% of eligible implementation costs, with a maximum of $10 million per proposal. 
  • The minimum contribution required is $40,000 per proposal

GIFMP PROGRAM OVERVIEW

The Green Industrial Facilities and Manufacturing Program (GIFMP) is dedicated to maximizing energy performance, reducing greenhouse gas (GHG) emissions, and enhancing industry competitiveness in Canada. This program focuses on promoting energy efficiency and energy management solutions through collaborative partnerships and project support.

 

The program is guided by the following principles:

  •  Maximizing energy efficiency and minimizing GHG emissions in every supported project.
  •  Leveraging the capacity, experience, and established industrial networks of participants.
  •  Generating economic benefits through energy efficiency, such as job creation and increased competitiveness.
  •  Encouraging widespread adoption across diverse industrial facilities, including different regions, facility sizes, and sectors.
  •  Prioritizing Indigenous participation and considering equity, diversity, inclusion, and accessibility aspects.

Funding Levels and Stacking Limits

Under the Industrial Facility Track of the Green Industrial Facilities and Manufacturing Program, eligible projects can receive cost-shared financial assistance.

The program offers:

  •  Up to 50% of total eligible expenditures, with a maximum funding amount of $10 million per proposal. The minimum contribution required is $40,000 per proposal.
  •  For Indigenous or registered not-for-profit organizations, the program may provide costshared financial assistance of up to 100% of eligible implementation expenditures, with a maximum funding amount of $10 million per proposal.
Activity
Described in Appendix A. Proposal may include one or more activity.
Contribution Limits per Activity
The Program provides up to 50% of eligible project expenditures for for-profit, and up to 100% for Indigenous or not-for-profit organizations.
1- Invest in energy management training
Up to $50,000
2- Conduct energy assessments and audits
Up to $50,000
3- Hire or retain energy managers
Up to $100,000
4- Implement energy management systems
Up to $50,000 / Up to $250,000
5- Invest in energy efficiency-focused capital retrofits
Up to $10 million
Maximum GIFMP funding for a project with baseline consumption of less than 400,000 GJ of energy annually is $50,000.
Maximum GIFMP funding for a project with baseline consumption of more than 400,000 GJ of energy annually is $250,000.
Proposals that include this activity must have an energy management system in place, in the process of being established, or proposed for implementation as part of this application.

GIFMP Application Process

To apply for the Industrial Facility, Track of the Green Industrial Facilities and Manufacturing Program, applicants must complete all the required sections outlined in Section B: Applicant and Proposal Overview.

The application must be submitted through the online application portal and include a filled-out Project Workbook.

Upon successful evaluation, applicants will receive a Letter of Conditional Approval, which signifies initial approval but does not guarantee funding.

Natural Resources Canada retains the right to conduct due diligence even after issuing the Letter of Conditional Approval. Once the applicant is notified of project approval, Natural Resources Canada will prepare a contribution agreement that outlines the terms and conditions for funding the described projects.

Reporting Requirements and Responsibilities

Contribution agreements will specify reporting obligations .

And the need to notify any concerns about project completion, along with associated mitigation plans.

 The reporting requirements are as follows:

  • Submission of semi-annual progress report(s) until project completion
  •  Financial report upon project completion
  •  Post-completion monitoring report(s)

Overall project
– Results : Overall energy performance improvements, including energy savings opportunities (GJ) and associated energy (GJ) and GHG emissions reductions (tonnes CO2e), and operational cost savings ($) resulting from the project.
– Number of direct jobs and indirect jobs created by each activity.
Additional information required by activity type in the project
Activity 1:Invest in energy management training
– Type and number of energy practitioners trained.
– Summary of best practices, lessons learned and how the learnings can be applied and/or shared with others outside of the organization (as described in Appendix A).
– Workforce development opportunities or benefits created for (a) Indigenous Peoples, and (b) inclusion, diversity, equity, and accessibility of underrepresented groups.
– Any other impact on the workforce, including capacity building and measures that address regional workforce development and training needs as well as Indigenous and inclusion, diversity, equity and accessibility needs.
Activity 2: Conduct energy
– Energy savings opportunities, energy and GHG emissions reductions identified (based on the Tasks described in Appendix A).
